Yes – all you need to do here is create separate programmes for each publisher type. When creating the programme, tick Programme Availability only to, for example, ‘Voucher Publishers’, and then only this publisher type will be able to see and join this programme.
Within this programme, you can then set a commission rate which will only accessible to publishers that the programme has been made available to.
